Shiloh Counsel Secures Dismissal of Recount and Contest
The Indiana Recount Commission dismissed the petition for recount and contest challenging Liz Brown’s win in the Republican primary for Indiana State Senate District 15. The dismissal confirms Brown as the Republican nominee and leaves the certified result standing. Brown was represented by Shiloh Counsel LLC, the firm founded by attorney Joshua Claybourn. He was joined by co-counsel Grant E. Swartzentruber and Alec Cornelius of Swartzentruber Law.
Brown won the primary on May 5, 2026, leading by 14 votes on the certified returns. Her opponent petitioned the Commission for a recount and a contest reaching all 99 precincts in the district, which sits entirely within Allen County.
Claybourn led Brown’s defense before the Commission. He moved to dismiss the contest, showing that the petition named no precinct where any claimed ballot error or equipment malfunction had occurred — identification that Indiana law requires for a contest of this kind. The petition’s recount and contest were both ultimately dismissed in full.
